Fix suspended google ads account - Upwork

The account has been suspended due to a suspicious payment. It's a brand new account, never set live.
I created it in my MCC
there are other accounts with the same payment card - someone suggested that this might be an issue
I submitted an appeal on 5/31 - I still have not heard from google

Need help
can it be unsuspended?
do I need to create a new account?
if so can I do it in my MCC - all my accounts have the same payment method
do I need to create a new payment profile?
Or do I need to create an account outside of my MCC
Or maybe there is a whole other reason for the suspension

eBay Advertising Optimization for my Small Business - Upwork

I am looking to optimize my advertising on eBay. I run a small business as I only have 170 active listings. I currently run standard advertisements where I only pay if the item sells but I have also run a few PPC campaigns.

My main concern right now is that I am perhaps promoting my listings TOO much, I typically advertise anywhere from 7%-10% of my final sale price. A lot of my listings do sit atop the search results, but I am wondering if that is because of the advertising or if it is because they have performed so well in the past. I have not had enough time to experiment with this on my own.

I am also very interested in SEO. I believe this would lead to a lot more organic sales rather than promoted listing sales.
